[SEI] Transboundary climate risks in Senegal: Opportunities for regional and international cooperation on adaptation

This report argues that to achieve resilience – the goal of adaptation – Senegal must acknowledge and act on the cross-border dimensions of climate change impacts.
The authors suggest that Senegal take the following national actions:
Formally acknowledge transboundary climate risks in its updated nationally determined contribution (NDC), national adaptation plan (NAP), and other adaptation-related assessments.
Designate clear risk ownership of transboundary climate risks in Senegal, so that a central actor can coordinate cross-government responses.
Integrate transboundary climate risks into negotiations in regional and international forums.
The authors suggest that Senegal pursue three international cooperation pathways to boost its resilience:
Mobilize financial support for science and research on transboundary adaptation to enhance understanding of the nature of the risks and risk channels (such as global supply chains).
Raise awareness and build capacity related to transboundary climate risks within West Africa’s foreign policy community and with development partners to expand understanding of climate risks in ways that go beyond narrow, direct impacts.
Build partnerships to shape new forms of international cooperation to address transboundary climate risks. The authors argue that Senegal can play a key role in facilitating regional partners to cooperate on new adaptation governance initiatives and in co-leading new coalitions.
