Building capacity for the Environmental Life Cycle Assessment (ELCA)
환경적 전 과정 평가(Environmental Life Cycle Assessment; ELCA) 역량 강화 Context
Currently, industry in the Democratic People’s Republic of Korea has been rapidly developing and, in this course, many quantities of contaminants are sent out to the environment and emissions of greenhouse gas have increased, which could cause damage of the ecological environment. Introducing and utilizing the Environmental Life Cycle Assessment (ELCA) across the country which a priority in protecting the country’s environment and decreasing the impacts of climate change. The ELCA evaluates environmental factors and potential effects of a product life cycle from cradle to grave. However, there is a lack of Korean experts who are trained to conduct the assessment, relevant information and tools, and public awareness, which are considered vital to ensure successful utilization of the ELCA. 배경
현재, 민주주의 인민공화국(북한)은 빠르게 발전하고 있으며, 이 과정에서 많은 양의 오염물질들이 환경에 배출되고 있고, 온실가스 배출량 또한 증가했다. 이는 생태학적 환경에 해를 끼쳤다. 전국에 ELCA를 도입하여 활용하는 것은 본국의 환경을 보호하고 기후 변화의 영향을 줄이는 것을 우선순위로 하는 것이다. ELCA는 환경적 요인들과 한 제품이 생겨났을 때부터 버려질 때까지 전 과정 동안의 잠재적인 영향에 대해 평가한다. 그러나, 평가를 진행하도록 교육받은 한국인 전문가, 관련 정보 및 도구, 대중 의식이 부족하다. 이들은 모두 ELCA의 성공적인 활용을 보장하기 위해 필수적인 것들로 여겨진다.
