This Technology Transfer Advances Guatemala's Nationally Determined Contribution
본 기술 이전은 과테말라의 국가자발적기여(Nationally Determined Contribution; NDC)에 영향을 줄 것이다.
Context
Guatemala is located in a tropical zone and frequently suffers from extreme weather events causing costly damages to infrastructure, agriculture and the health sector. Rising temperatures and increasing variances in natural phenomena is also expected to negatively impact areas such as access to and quality of water, spreading of diseases and ecosystems. The most affected populations are indigenous people, subsistence farmers and fishers- including women and children. The country does not currently have a national system of robust indicators to measure vulnerability. While there are subnational initiatives, there is limited coordinaiton between them and the demand for information from decision makers has still not been clearly identified. Furthermore there are insufficient financial, technical and human resources to ensure the implementation of an Environmental and Climate Change Information Unit. There is a need for finance and capacity building for using the IT tools and software required to run the systems.
배경
과테말라는 열대 지역에 속하며, 인프라, 농업, 보건 부문에 큰 손실을 일으키는 이상 기후 현상으로 인해 종종 고통을 겪고 있다. 기온이 상승하고 자연 현상에서 변동성 심해지면서 이 또한 물에 대한 접근성 및 품질, 질병 확산, 생태계 등의 분야에 부정적인 영향을 줄 것으로 예상된다. 이러한 영향을 가장 많이 받는 사람들은 토착민, 소작농, 어부들이며, 여기에는 여성과 아이들도 포함된다. 본국에는 현재 취약성을 측정하는 제대로 된 국가적 지표 체계가 없다. 지역 계획이 있긴 하나, 이 계획들 사이에서 조화가 잘 이루어지지 않고 있으며, 의사 결정자들의 정보 수요도 여전히 제대로 파악되지 않고 있다. 게다가 환경 및 기후 변화 정보 기구(Environmental and Climate Change Information Unit)의 완성을 위한 재정적/기술적/인적 자원이 부족하다. 본 시스템을 운영하는 데 필요한 IT 도구 및 소프트웨어를 활용하기 위해 재정, 역량 강화가 필요하다.
