Tracking SDG 7: The Energy Progress Report is an annual publication monitoring global advancement towards Sustainable Development Goal (SDG) 7, which aims to ensure affordable, reliable, sustainable, and modern energy for all by 2030.



Jointly produced by IRENA in collaboration with the International Energy Agency (IEA), the United Nations Statistics Division (UNSD), the World Bank and the World Health Organization (WHO), the 2025 edition was chaired by IRENA, and aims to provide the international community with a global dashboard to register progress on energy access, energy efficiency, renewable energy and international cooperation to advance SDG 7. It assesses the progress made by countries and regions on these four pillars and provides a snapshot of how far we are from achieving SDG7.



While the latest data shows some advances across all indicators tracked, progress toward the 2030 targets requires greater collective effort. The report estimates that the world population that has access to electricity increased to almost 92 percent in 2023, yet 666 million people still lacked basic access. Access to clean cooking saw only limited improvement, as gains were outpaced by population growth, leaving 2.1 billion people reliant on polluting fuels and technologies.



Installed renewable energy capacity per capita reached an all-time high of 478 watts globally in 2023, but levels remain insufficient to meet the target of expanding infrastructure to supply modern and sustainable energy for all, particularly in developing countries. Progress in increasing the global share of renewable energy sources in total final energy consumption – which stood at 17.9 percent in 2022 – as well as global improvements in energy intensity, remain modest. In turn, financial flows to developing countries in support of clean energy reached USD 21.6 billion in 2023 – up for the third consecutive year but still below their historic 2016 peak.



The authors stress the importance of addressing uneven progress and regional disparities, highlighting in particular the need for greater collaboration on realizing SDG7 among governments, the private sector, international organizations, and civil society, including on ensuring access to adequate financing and technical assistance.
