[GGGI] GGGI Director General’s First Mission Visit to Kyrgyzstan Strengthens National and Global Collaboration in Building Resilience to Climate Change |

Bishkek, Kyrgyz Republic, July 29, 2025 – Global Green Growth Institute (GGGI) Director-General Mr. Sang-Hyup Kim conducted his first visit to the Kyrgyz Republic. The visit includes meetings with key government stakeholders, with the central highlight being the signing of a Memorandum of Understanding (MoU) with the Ministry of Emergency Situations (MES) to advance cooperation on climate resilience and disaster risk reduction. The mission commenced with Memorandum of Understanding (MoU) with the Ministry of Emergency Situations (MES) of the Kyrgyz Republic to enhance collaboration in climate change adaptation and disasters risk reduction. The partnership will strengthen planning, financing, and institutional frameworks for climate adaptation and mitigation measures, while mobilizing green investment to protect people and infrastructure against climate-related emergencies. The MoU will also foster South-South cooperation through knowledge exchange in disaster risk reduction, early warning systems, climate resilience, and sustainable development. This MoU aligns with key international frameworks including the 2030 Agenda for Sustainable Development, the Paris Agreement, and the Sendai Framework for Disaster Risk Reduction (2015-2030). It will also support national strategies and programs that focus on safeguarding communities and ecosystems in the Kyrgyz Republic from the increasing disaster risks posed by climate change. “Today’s meeting opens new horizons for cooperation. We are ready to implement new projects and initiatives aimed at protecting people and territories from emergencies,” said Mr. Akylbek Mazaripov, Deputy Minister of Emergency Situations of the Kyrgyz Republic, speaking on behalf of Minister Boobek Azhikeev. “We can confidently call this a Kyrgyz Impact — a powerful initiative with the potential to drive meaningful change in water management not only across the region, but globally” added Mr. Sang-Hyup Kim, Director-General of GGGI. Discussion also centered on innovative approaches to climate resilience. Key areas of future cooperation included AI-driven early warning technologies for the effective flood and drought management, ecosystem-based disaster risk reduction, sustainable forest management in GHG emissions reduction, and advanced emissions monitoring technologies. Director-General Kim also met with Mr. Bakyt Sydykov, Minister of Economy and Commerce of the Kyrgyz Republic, to discuss strategic cooperation and the progress of GGGI’s ongoing project, “Strengthening Climate Resilience through the Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia (2024–2027).” Funded by the Ministry of Environment, Republic of Korea with a $10 million USD, it focuses on enhancing the regional climate and disaster resilience of vulnerable communities in the Kyrgyz Republic and Uzbekistan, by piloting innovative early warning systems combined with flood management strategies, smart water pumping and water gates systems. Both parties also explored opportunities to deepen cooperation by attracting green investment and engaging in policy dialogue to advance shared climate and development goals. To explore opportunities for joint action in areas such as sustainable agriculture, water resource management and climate risk mitigation, Director-General Kim also met with representatives of the Ministry of Natural Resources, Ecology, and Technical Supervision. Both sides reaffirmed their shared commitment to supporting Kyrgyzstan’s green energy transition, focusing on common climate adaptation goals, the development of carbon trading mechanisms, cleaner air through renewable heating solutions, and enhancing greenhouse gas emissions monitoring and reduction efforts. “Today’s meeting is yet another confirmation of our determination to strengthen cooperation on the climate agenda in the Kyrgyz Republic,” said Mr. Meder Mashiev, the Minister of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic. “We see broad potential for collaboration, and this dialogue further reinforces our shared commitment to a sustainable future.” Looking ahead, GGGI will continue to work closely with national partners in the Kyrgyz Republic to implement inclusive, climate-resilient, and green development strategies. With new partnerships established and ongoing projects reinforced, GGGI aims to deepen its engagement in priority areas such as water security, disaster risk reduction, sustainable agriculture, and green investment mobilization.
